There is a portal processing fee of 2.5% for using a Credit or Debit card, and $1.50 fee for an e-check.

Water Rates - Effective January 1, 2024
Every customer pays a $30.00 minimum charge whether they use any water or not. Any water usage is charged on top of the $30.00 minimum at a rate of $9.95 per each 1,000 gallons used.
Example:
5,000 gallons water usage
$30.00 minimum charge + $49.75 water usage = $79.75

Billing
Bills are sent around the 5th of each month, however if this date falls on a weekend or holiday, bills are sent within the next few business days after the weekend or holiday. You should receive your bill around the 7th of the month, if for some reason you haven't received your bill, please call the water office at (785) 537-4440.
Payment Policy
All payments are due on the 20th of each month, notice of late accounts will be mailed on the third business day after the 20th. Accounts will be considered delinquent on the tenth business day after the 20th. Payments must be received in full by the tenth business day after the 20th to avoid having your water shut off. Before water is turned back on, the full balance plus a reconnection charge of $100 must be paid in full.

Payment Envelope
To insure accurate and timely delivery of your water payment, use a pre-printed address label or type the address on the envelope. This will help eliminate bad scanning of the zip code by the post office.

The office is now electronically scanning and depositing checks. To insure accurate scanning please use a black ink pen to fill out your check. Also, please print neatly and clearly the written dollars and cents line on your check. *The written dollars and cents amount on your check is the amount that will be credited to your account.
Policy on Water Payments - Due Process
If a customer's water bill is delinquent when the following months billing is mailed, a notice will be sent with the billing that the water service will be terminated unless payment is received within 10 working days of the billing. This notice will be sent by regular mail. If water service is terminated the meter will be locked and there is a $100.00 service charge for locking and unlocking the meter that must be paid before the water service is to be restored.
If the customer disputes that past due amount, and requests a hearing, they should contact the Riley County RWD#1 office at (785) 537-4440, or mail a written request to the office at 2616 Eureka Terrace, Manhattan, KS 66503, prior to the termination date.
The hearing is with the Riley County RWD #1 manager, with the customer having the right to appeal to the Riley County RWD #1 Board of Directors in the event of an adverse decision. If no hearing is requested, water service will be terminated immediately following the deadline date. If a hearing is requested and no cause was shown why service should not be terminated; and no appeal is requested, service will be terminated after the hearing and deadline has past. If an appeal is taken, the appeal will be heard at the next scheduled meeting of the Riley County RWD #1 Board of Directors. Termination of service, if required, will follow after the meeting.
